Thank you for joining us on the Real Estate Mortgage Shoppe program. Sheriff Oldham you have a terrific track record since you took office in 2010 and even before. You are from Memphis and got started in law enforcement here in 1972, worked your way through the ranks earning many prestigious awards. Under your leadership the Shelby County Sheriff’s Office received the prestigious “TRI ARC” Award signifying Accreditation for Law Enforcement, the Training Academy and Communications. In 2002 and under your leadership the law enforcement division achieved national accreditation with the Commission on Accreditation for Law Enforcement. You also instituted Data Smart Policing, stressing the importance of field input from all divisions in concert to address crime, using technology to reduce the crime rate. It’s an honor to have you on the show.
(Jo) Before we jump into how we can keep our neighborhoods safe, let’s talk about what’s been happening in our economic neighborhood. Market reports coming out continue to indicate an improving economy with the stock market gains this week which is bad for mortgage rates. The news of tensions easing in Ukraine, also bad for mortgage rates. Rates had dipped down last week but started up again Thursday, but they’re still good. 30YR FIXED –4.5% FHA/VA – 4.00% 15 YEAR FIXED – 3.5% 5 YEAR ARMS – 3.0-3.50% depending on the lender.
Winners this week were borrowers who have never had the opportunity to refinance and now because the value is up on their homes, or their income has increased or their credit has gotten better, they were able to get locked in on a mortgage rate to reduce the amount of interest they were paying on their mortgage. My assistant, Susan Belew and I are great at finding income in the back pages of the tax returns for those self employed people with good credit but not a lot of Adjusted Gross Income. Lincoln-American Tower
Question: One of the great “skyscrapers” built in Memphis in the first thirty years of the 20th century; this building is now an important residential tower and beacon in the heart of Downtown. This building, the centerpiece of Court Square Center, is a one-third scale of the Woolworth Building in Manhattan (New York City). What is its name?
Hint: It was originally named for the Columbia Mutual Life Assurance Society and opened in 1924, but is now known by another (life insurance company) name.
Hint: The President of this company was also famous in Hollywood as being the leading censor of movies and entertainment in America from 1928-1956.
Hint: It was a partial victim of the First United Methodist Church fire on October 6, 2006 that destroyed its neighboring building, and leveled the sanctuary of the church.
Last Hint: Think of a combination of the name of an “honest” U.S. President, and our country’s name!
Answer: “Lincoln-American Tower” – The finest example in Memphis of Commercial Gothic style and Renaissance ornamentation, it does represent the Woolworth Building in NYC (1913) as designed by architect Isaac Albert Baum of St. Louis. Built for $1.5 Million in 1924 along Main Street as an office building with retail and a restaurant on the street level, this 22-story building was the tallest skyscraper in Memphis until 1930, when the Sterick Building opened, and has a unique signature cupola at its peak with the American flag flying proudly above. The Lincoln-American Tower was placed on the National Register of Historic Places in 1978.
Back Story: The President of Columbia Mutual and later Lincoln-American (1956) was Lloyd Binford, who was also appointed by Mayor Crump to be the President of the Memphis Censor Board in 1928. Through his thirty year reign on the Censor Board, Binford became famous for disallowing movies by the likes of Charlie Chaplin and Ingrid Bergman, or movies glorifying train robbers like Jesse James to be show in Memphis (known as being “Binfordized”). So, Memphians just traveled “over the bridge” to West Memphis to view!
Today there are 31 apartments and three floors of commercial space, with Servicemaster by Stratos and the Plough Foundation offices being located here. Court Square Partners (John Basek, Willie Chandler, Yorke Lawson) restored this southeast corner of Main & Jefferson of three buildings in 2008 (including the 1888 B. Lowenstein Building and the Court Annex Building, the first L.E.E.D. high rise building in Memphis for a total of 75 resident units in the heart of Downtown by Court Square).
Last Week: “Annesdale Park” was developed in 1903 and the first subdivision in the South planned under Metropolitan lines. A combination of two subdivisions, South Annesdale (1906) & Snowden Homestead (1910), the area was the first neighborhood in Memphis placed on the National Register of Historic Places in 1979.

2 Jo comments on another tip for keeping your upfront funds safe when applying for a mortgage. Go ahead and turn in your income documentation and your bank statements. That way the mortgage team can see earlier in the process if there are any problems that need to be addressed before you pay for an appraisal or a home inspection.

Sheriff William “Bill” Oldham took office as Shelby County Sheriff on September 1st, 2010.
Sheriff Oldham is a native Memphian. He graduated from Catholic High School for Boys and attended Memphis State University. He is a graduate of the 33rd Session of the Memphis Police Academy where he began his career in law enforcement with the Memphis Police Department in 1972. He worked his way through the ranks, eventually retiring in 2000 as Interim-Director. He served in many roles with MPD; Patrol Officer, Anti-Crime Detective, Lieutenant North Precinct, Beale Street Sub-Station Commander, Executive Captain North Precint, Inspector in Charge of the Training Academy, Deputy Chief Police Administration, Deputy Chief District One Uniform Patrol, Deputy Director Police Operations. He has received the following Awards – Memphis Police Officer of the Year by the Optimist Club, Memphis Police Officer of the Year by the Memphis and Shelby County Bar Association, and Commander of the Month by The Insurors of Memphis.
In 2002, Sheriff Oldham was appointed as Chief Deputy for the Shelby County Sheriff’s Office where he served until 2010. Under his leadership the law enforcement division achieved national accreditation with the Commission on Accreditation for Law Enforcement. He also instituted Data Smart Policing, stressing the importance of field input from all divisions in concert to address crime, leveraging technology to reduce the crime rate.
In 2011 he accepted an appointment from Governor Bill Haslam to the Tennessee Corrections Institute Board of Control as a Sheriff Representative and has served as Chairman of the Board of Control for the past three years.
Under his leadership the Shelby County Sheriff’s Office received the prestigious “TRI ARC” Award signifying Accreditation for Law Enforcement, the Training Academy and Communications. Already possessing the Triple Crown Award, this made the Shelby County Sheriff’s Office one of the most decorated law enforcement agencies in the country.
On May 1, 2013, the Northeast Memphis Optimist Club, Respect for Law Program recognized Shelby County Sheriff Bill Oldham as CITIZEN OF THE YEAR.
In 2014 he was appointed to the U.S. Department of Justice Bureau of Justice Assistance as a Tennessee Representative for the Cross Boundary Corrections information Exchange Policy Academy by Tennessee Department of Corrections and Governor Bill Haslam.
Sheriff Oldham serves on the City of Memphis Credit Union Board of Directors, where he has served as Chairman for four terms during his twenty-seven year tenure.
He is a past President of the Memphis Metropolitan Association of Chiefs of Police and an active member. He is a former member of the Tennessee Association of Chiefs of Police and a current member of the Tennessee Sheriffs Association. Sheriff Oldham is a member of the International Association of Chiefs of Police and the National Sheriffs’ Association. He is a Charter member of the F.B.I.’s Law Enforcement Budgeting Advisory Group. Sheriff Oldham is a graduate of the 21st Session of the F.B.I.’s National Executive Institute.
Sheriff Oldham is very involved within his church community. He and his wife are members of St. Louis Catholic Church. His primary focus has been as a youth sports coach, where his sense of teamwork and fair play serve as a fine example for the children he worked with. He coached at St. Joseph’s, St. Paul’s, Bishop Byrne and St. Louis. Additionally, he has served on the Advisory Council for Education at Bishop Byrne Middle & High School.
Bill Oldham and his wife Jean, married since 1972, have three children and five grandchildren.
