(JO) “A storm came through last night, there’s a tree on your roof, water is coming in, and you don’t know what insurance will pay. What do you do first—and how do you pay for what comes next?”

“Don’t ask only, ‘How can I borrow the money?’ Ask, ‘What’s the least expensive way to solve the problem without creating a bigger financial problem?’”

Here’s some places to go treasure hunting

Homeowners insurance — usually the first call. If wind, hail, a fallen tree, or another covered event caused the damage, Take photos and video before permanent repairs whenever safely possible. FEMA assistance — potentially money you don’t repay. If the area receives a qualifying federal disaster declaration, FEMA assistance may help with essential home repairs and other disaster-related needs not covered by insurance. It isn’t intended to restore everything to pre-storm condition, so insurance remains important.

SBA disaster loan — homeowners can qualify even though it says “Small Business.” In a declared disaster, SBA Disaster Assistance

Home equity line of credit . If you have substantial equity and need to get contractors moving before an insurance settlement is complete, a HELOC can provide relatively quick access to funds.

Cash-out refinance or renovation mortgage. For major repairs, refinancing may provide enough money to rebuild or make substantial improvements. But don’t automatically replace an existing low-rate first mortgage just to get repair money; compare other options.

Contractor financing or an unsecured personal loan. These can sometimes be among the quickest solutions but convenience can come with a higher rate.

Credit cards — best reserved for true emergencies and extremely expensive.

401K borrow against your retirement fund is an option to explore.

Home Warranty? If you have a home warranty, it might pay for some of the repairs

Refinance a different property for cash out.. If there is not enough equity in the home that needs repair, we can refinance with cash out secured on a different property you own to get funds to repair the one with damage. .

.Tax Relief.. Beginning in 2026, federal tax law expanded eligibility for certain personal casualty-loss deductions to include some losses from state-declared disasters. Ask your CPA advisor.

Once again severe weather has ransacked towns and cities across the land. The urgent needs are immediately apparent. When trees are on homes and rain water is where it shouldn’t be, it’s time to follow a proven storm recovery plan.

Storm damage may include tree falls, tree strikes, tree punctures, roof shingles blown off, ventilation pipes crushed or missing, rain water leaking or pouring into homes and businesses, siding or metal roofing missing, and windows shattered, among the many forms of damage that may have occurred.

Document In Detail The Damages: As soon as safely possible take video and photographs of the exact damages that have occurred. Save evidence in the form of hail stones that you collect and store in a freezer to preserve them for the insurance adjustor.

Communicate With Your Insurance Agent: Provide videos and photographs to your insurance company. Follow the recommended steps to reduce damage such as tarps and buckets to catch leaks and file an insurance claim based your agent’s instructions.

Contact Emergency Short-term Help: Use your list of emergency contacts and contractors to get the proper help for the exact damage(s) that occurred. Remember, you made need the assistance of more than one type of service provider. As an example, if a large tree has fallen on a home, the owner may need a tree service, a roofing contractor, a plumber and an electrician to deal with the many kinds of damage present.

Contract With Ongoing Long-term Help: Once the immediate disaster is under control, then to expedite storm damage recovery, work with the trades people and professional service providers of your choice. Storm recovery might not take only a few days or week, it might take months or a year of more to completely recover from the physical effects and even longer to heal from the stress and emotional trauma of such disasters.

Community Storm Response Team: One way to be better prepared for the next severe storm is to work with family, friends and neighbors to develop a plan to recover from the next storm by organizing and SRT. Spread out the expenses by sharing the costs of tools, equipment and supplies. A neighborhood SRT could have a dependable supply of tarps, chain saws, ropes, snow shovels, rock salt and more to take care of neighbors in the event of sudden storm damage.

(Ed to ask the trivia question) What is the name of the major storm that hit Memphis, Tennessee this August 2026?

(Jo) Hint #1 This storm brought 60 to 80 miles per hour winds, knocking out power to 140,000 people in its wake. It racked up a gargantuan $18 million dollar price tag in just six days to repair the damage.

(Jo) Hint #2: MLGW and the City of Memphis routinely rely on the Federal Emergency Management Agency (FEMA) to reimburse 75% of their storm recovery costs. However, because federal money can take months or years to actually arrive, the state of Tennessee had to roll out a specialized $100 million no-interest loan program just so local municipalities wouldn’t miss payroll while waiting for their federal storm cash. Just like homeowners, the city has to finance storm repairs too. What is the name of that August 2026 storm?

(Jo) One common denominator I believe we share is that we have all experienced some bad weather storms AND some financial turbulence in our lifetimes. Its been a learning experience at many levels on what you did right and things to remember NOT to do. You are in good company…

I want to share a story of a past client of mine who experienced a personal AND financial storm that crashed down on his family like a typhoon out of nowhere. Back around 2009, a former client of mine called me very distraught. He had been in a very high managerial position at a big company for over 20 years, and was someone we would consider in the lending industry to be very stable and socked in financially. But no one is totally bullet-proof. What he said next stunned me.

He matter-of-factly blurted out, “ Jo, I lost my job. My family and I have been living off savings for several months. My spouse was diagnosed with a life threatening illness the day after I lost our health insurance. If we don’t find a solution quickly, we are going to lose our house and everything we have built together.” As he shared his story, it felt like a wall of cold water crashed over me. At first, I didn’t know what to say. A few minutes later he and I were going through the steps he needed to take to try and save his home from foreclosure.

Someone said that “when you are going through a hard time, don’t stop, keep going. This too shall pass.” Even though it was a grueling time for this family, my former client and his spouse pulled together, took assessment of their situation, accepted help from others and employed some resources available to them through some well known agencies in the Memphis area. They are back on their feet. I personally think that people who have come successfully through that kind of adversity should write a book to help others.

The Winfields—get the home that is just right with a renovation and repair mortgage

Mr. and Ms. Winfield own their own business. They found a home that with a huge shop and a location that would, over time really pay for itself. Their heart was set on getting this home.

The problem was that the house needed about $60,000 worth of repairs. The lender was going to require almost all of these repairs be done BEFORE closing because these repair items affected the safety and habitability of the house. The seller would not allow them to do any work on the house until after they owned it. The Winfield’s were in a Catch 22. They could not close on the house until the repairs were done, but they could not do the repairs until they owned the house.

The solution for them was better than they originally thought. The renovation and repair loan would allow them to the sales price of about $200,000 and add the cost of the $60,000 plus some reserves for overruns making the total around $270K to 275K. The program required a licensed general contractor to do the work.

The Winfields would only have to pay a little over 3% of this total as a down payment plus closing costs and some extra costs for the inspections on the work and title updates and a licensed repair coordinator. If the seller would have been willing to pay their closing costs, the Winfields could have gotten in with just a little bit over 3% percent down –just under $10K.

Since the seller was not willing to pay any closing cost in this case, all total the Winfields figured they would have $24,000 of their own money in the deal, but the house would be worth around $340,000 when the renovations were done. Was paying the extra costs for the renovation and repair loan worth the money and extra effort? They were walking into instant equity of the upper $50 thousands to low $60 thousand with a relatively low, fixed rate 30-year mortgage. The deal was definitely worth it to them since they would end up with so much equity.

The financing available for the purchase of a primary residence like this bargain-priced fixer-upper home are the FHA 203K renovation and repair loan and a conventional product also with similar guidelines. Both programs allow a very small down payment. This program may not be worth the extra financing costs if the Winfields just barely broke even with the loan amount and value. It’s a bargain deal if you can realize enough equity or profit from buying a house this way.

TWO THINGS TO DO TO KEEP YOUR FINANCIAL UMBRELLA HANDY

The financial experts online and in books have been telling us for years to keep our house payments under 25% to a low 30% of our income. They have told us to keep our debt, including the house note, under 43% and preferably in down in the 30% range or less.

We have heard them tell us to keep a minimum of 3 months living expenses in savings for a rainy day if we are stable and salaried. They said keep a minimum of one year of living expenses in the rainy day fund if we are self-employed. That seems like a lot, but remember when some businesses where shut down for almost a year in 2020?

A great score is over 740. An ok score is 680 to 700 Below these scores you could see borrowing challenges.

Pay down credit cards to show that you never use over 30% of your credit limits on each.

Jo Garner has been in the real estate/financing business for over 30 years. She grew up in West Tennessee and got her start in real estate in Portland, Maine where she first began her real estate career. She received her real estate education from the University of Southern Maine and was personally mentored in San Diego, California by Robert G. Allen, author of Nothing Down, Creating *Wealth and The Challenge.

On moving back to West Tennessee in 1987, she went into business buying and selling discounted owner-financed notes secured on real estate. In 1990 Jo went to work for a residential mortgage company and has been a mortgage loan officer for over 30 years.
